Job Description:
Duties * You will directly support USFF N43, the Fleet
Maintenance Officer in his/her duties as Chair to the USFF N43
Fleet Maintenance Requirements Management Board (RMB). * You will
manage and integrate a wide spectrum of diverse stakeholder needs
within the fleet maintenance community. * You will perform fleet
liaison duties with DOD staffs, OPNAV and act as the primary USFF
Defense Readiness Reporting System - Strategic (DRRS-SN)
representative. * You will perform Fleet review and analysis of
strategic Planning, Programming and Budgeting System (PPBS) for
ship/aviation maintenance/material readiness. * You will be
providing subject matter expertise and support for the Director,
Fleet Maintenance, FLTFORCOM N43, (Rear Admiral) in the area of
Fleet maintenance user requirements, equipment readiness reporting,
and Naval Aviation Maintenance. * You will be acting as the primary
staff focal point for oversight in developing and implementing
ship/aviation maintenance process improvements and transformational
initiatives. * You will be providing continuity and maintaining
historical perspective on the Fleets Maintenance Readiness Model,
DRRS-S integration, and all Naval aviation program policies,
precedents, and activities. Requirements Conditions of Employment *

clearance prior to entrance on duty. Failure to obtain and maintain
the required level of clearance may result in the withdrawal of a
job offer or removal. * This position may require travel from
normal duty station to CONUS and OCONUS and may include remote or
isolated sites. You must be able to travel on military and
commercial aircraft for extended periods of time. Qualifications
Your resume must demonstrate at least one year of specialized
experience at or equivalent to the GS-13 grade level or pay band in
the Federal service or equivalent experience in the private or
public sector. Specialized experience must demonstrate the
following: Experience using advanced management and organizational
principles and practices while using planning, programming and
budgeting regulations. Experience analyzing highly complex
programmatic issues and developing a plan of action to resolve it.
Experience directing/leading broad studies involving multiple
disciplines and policies that affect all major command mission
areas. Experience and detailed knowledge of laws, regulations,
policies and mandates that support Navy maintenance requirements in
various DoN and DoD meetings/working groups, and or other planning
activities responsible for information technologies and
implementing procedures. Experience utilizing capability-based
readiness reporting systems using Mission Essential Tasks
(METS)/Mission Essential Task Lists (METL) for fleet war fighting
commands and supporting organizations. Experience conducting
analytical studies regarding maintenance and productivity
improvement programs. Experience applying the Maintenance and
Material Management (3M) process as well as qualitative and
quantitative analytical methods in order to support the
implementation of the Defense Readiness Reporting System (DRRS-N).
